Back Story on High Speed Trains in FloridaTen Billion Dollars in Rail Money Turned Down by FloridaIn the early days of former Governor Scott's administration, the US Government had offered $10 billion to the State of Florida to fund a demonstration mono rail from Tampa to Orlando. For some unknown reason, the money was turned down by then Governor Rick Scott. Had that money been spent, today Florida would have a mono rail along the Orlando to Tampa corridor. It would have been finished about eight years ago and serving residents and visitors alike. The fares would have been much less than those that will be charged on the proposed Brightline extension because the riders would not have to be paying for the heavy debt that Brightline will incur. Expansion Plans to Tampa, FLBrightline intends to build two additional stations in the Orlando area as part of its planned extension toward Tampa. "One new station is expected to be located at the Orange County Convention Center and a second station is expected to be convenient to the I-Drive business community and multiple theme parks," the report stated. Those theme parks include SeaWorld Orlando, Universal Orlando Resort, and Walt Disney World Resort, the report added. Florida Trains OwnershipBrightline OwnershipBrightline is owned by Florida East Coast Industries (FECI) which is owned by Fortress Asset Management Company, which in turn is owned by Abu Dhabi-based sovereign wealth fund Mubadala Investment Company. Fortress, a real estate development company, has owned FEIC since 2007 and borrowed the money to build the Cocoa to Orlando rail infrastructure using mainly tax free bonds. Fortress has developed and is developing commercial properties along the east coast route of Brightline including apartment buildings and office space. Brightline operates along the east coast of Florida on railroad tracks that are owned by Florida East Coast Railway which is owned by Grupo Mexico. Grupo Mexico is a Mexican holding company with various interests in US railroads. Florida East Coast Railway operates freight trains on its 352 miles of tracks along Florida's east coast and it shares its tracks, with Brightline from Miami to Cocoa, FL. The right-of-way for the Brightline extension from Cocoa, FL to Orlando was granted through a series of agreements with various government agencies, including the Florida Department of Transportation and the Central Florida Expressway Authority. The project also received funding from the Federal Railroad Administration. The right-of-way for the Brightline extension to Orlando is approximately 35 miles long and runs from Orlando International Airport to Cocoa. The right-of-way is leased by All Aboard Florida, later renamed Brightline. All Aboard Florida secured leasing of easement rights alongside the Beachline from the Central Florida Expressway Authority for $1.4 million in December 2015.
